any shrub can be cut back to keep it at a size desirable by the owner. it matters when they are cut back however. something like euonymus can easily be kept at 4 or 5 feet by cutting it back through the growing season. i wouldnt cut back in mid to late fall however because cutting stimulates new growth. new growth is susceptible to cold damage. when cutting back in fall, the plant puts on new growth that will be damaged at the first or second frost. for drastic cutbacks, i do that in dead of winter when the plant is dormant. i will let the plant shape out through the first of spring and i will keep it shaped through the hot months until october. it does depend on the variety of shrub as well. rate of growth, when it blooms, etc... these are other factors to consider when pruning. something simlple like a japanese holly or boxwood can pretty much be pruned any time but fall.
