Can I play Ratchet and Clank Tools of Destruction without playing any other Ratchet and Clank Title?

The Ratchet and Clank series looks awesome and I would like to start playing it. But I have not played any of the PS2 games and I'm going to start Tools of Destruction first. Will I be able to understand the game's story if I start at Tools of Destruction?

Yes, I think that it is fine that you have not played any of the other Ratchet and Clank games. This is the first game in the Future "series" of the Ratchet and Clank games, so it starts a new plot line. It's not one of those games that you need to play the previous ones to understand and enjoy.
