What makes a postcard desirable? Are only vintage cards wanted? Do people collect photo postcards that are new? Can you tell me what to look for in old as well as new postcards?

The fact that people collect them. As to why, that will vary with person.
Generally, older cards are more desirable than new (new being more readily available) and not damaged are more desirable than damaged, all other things equal.
But these things are true of all collectibles.
Some people collect by topic (of picture); lighthouses, railroad engines, covered bridges. etc. Other people may have other criteria.
