How do you get a police or fireman badge to put on your license plate?

I often see cars with a police or fireman badge looking thing on the license plate / tag. I've seen the badge thing both big (usually plastic) and small (usually a metal type sticker). Where or how can I get one of these badge type things to put on my plate / tag, other than joining a police or fire department?
The badge thing is somthing added to the plate, not a plate with a picture of a badge on it.

The only way to get one is to be one.
To display a Fire Dept. or Police Dept. tag if you are not authorized is illegal.

I had to turn in my plate with my badge when I left the Dept.
