How do I turn an image from black and white grayscale to color in photoshop?

I don't know what happened, but whenever I pick a color, it would always turn grayscale. I can't do red, yellow, or whatever color. So I figured that somehow my project was turned into a grayscale image, but I don't know how to make it into color. Please help?

It sounds like you are in Grayscale mode.

From the menu bar at the top, goto Image > Mode.
Check to see if Grayscale is not selected with a checkmark next to it.

To get your color options back, just do the following:

Goto Image > Mode and select RGB Color.

If the image or photograph you are working on is intended for printing out on paper later on, then select CMYK Color.
