How can I encourage more people to join my online forum?

This absolutely isn't an ad to recruit people to my site! I've been running an online forum discussing food and drink for the past 2 years and we only have about 5 regular posters. I'm looking for some advice about how to encourage more people to go to my forum in the first place and then how to keep them interested. I have an incentive scheme where people get points which can be exchanged for high street gift vouchers but still I only have a few regulars. Any advice?
