How do you unlock Shimmer Hill on pokemon mystery dungeon explorers of darkness/time?

i have a mission for it but i dont have the dungeon

If you have the mission for it, but you don't have the dungeon unlocked, you most likely have not selected "Take Job" from the selection of things to do with the Mail that you received.

If you HAVE already done this, and it still hasn't shown up, make sure that you check each and every page of the possible dungeons that you can explore. When you go east out of Treasure Town and it asks you which dungeon you would like to go to, make sure that you checked all of the pages of dungeons that you can go to by pressing right and left on the D-Pad so that you check each and every page of dungeons you can explore.

If you STILL can't find it, then you must have a glitch in the game or something like that because that has never happened to me before.
